Purpose-Built Rental Construction Reshapes the GTA Housing Market

Purpose-built rental housing is playing an increasingly important role in the Greater Toronto and Hamilton Area’s residential real estate market, with construction activity reaching levels not seen in decades.

According to Urbanation’s second-quarter 2026 rental market report, construction commenced on 6,291 purpose-built rental units during the first half of 2026, representing a 50% increase compared with the same period in 2025.

The increase marks the strongest first-half rental construction activity in decades and reflects growing investment in dedicated residential rental properties.

As of the second quarter of 2026, approximately 31,645 purpose-built rental units were under construction across 102 projects throughout the Greater Toronto and Hamilton Area.

This expansion demonstrates the importance of rental housing within the region’s evolving residential development strategy.

Historically, condominium development has contributed substantially to the supply of rental accommodation, as many individually owned condominium units have been leased to residents.

However, the slowdown in condominium construction has increased the significance of purpose-built rental development as a source of future housing supply.

Purpose-built rental communities offer a distinct model of residential ownership and operation, with buildings developed specifically to accommodate long-term rental households.

For the broader multifamily industry, this shift reinforces the importance of professional property management, ongoing capital planning, and the efficient operation of residential communities.

New rental construction also complements the established apartment buildings that already serve communities throughout the GTA.

While development expands the available housing stock, existing rental properties continue to provide accommodation in established neighbourhoods and contribute to the long-term stability of the housing market.

Golden Equity Properties recognizes the importance of both preserving existing residential buildings and supporting a housing market capable of meeting the needs of growing communities.

As purpose-built rental development continues to shape the GTA, professionally managed multifamily properties will remain an important part of the region’s residential landscape.
